The Planning Committee met in October. This bulletin contains news relating to applications dealt with and decisions handed down since the last meeting in September, as well as proposed future action on some current applications.

17/01093/AS Land adjoining The Kings Head, The Street, Hothfield — Construction of one detached dwelling and two semi-detached dwellings, together with associated access, garaging, parking and landscaping. WKPS supported. ABC PERMITTED.

17/00837/AS Pinnock Yard, The Pinnock, Pluckley — Erection of a terrace of two 3 bedroom and two 2 bedroom houses with parking together with 3 allotments. WKPS supported in principle. ABC PERMITTED.

17/01089/AS Gower Barn Farm, Susans Hill, Woodchurch TN26 3RE — Erection of 2 no. dwellings with associated parking and gardens. WKPS objected. ABC REFUSED.

16/01339/AS The Gatehouse, The Old Palace, Market Place, Charing — Roof replacement and rebuild of gable to create dwelling, reinstatement of mullioned windows. Insertion of front/rear dormers. WKPS supported. ABC PERMITTED.

16/502860/OUT/TW Land at Brick Kiln Farm, Cranbrook — Outline planning permission for the erection of up to 180 dwellings (including up to 35% affordable housing) with means of access to be determined at this stage together with structural woodland planting and landscaping, informal public open space, community orchard, children’s play area, attenuation basin, vehicular access point from Hartley Road and associated ancillary development. The application addresses some of the issues we originally raised on 20 May 2016. WKPS to object and reiterate points 1, 4, & 5 relating to the need for a master plan of this development and the 70 dwellings to be built adjacent to this site, the lack of 1-bed dwellings, and the mix of housing not reflecting the need of single-storey dwellings for disabled people or older residents wishing to downsize.

17/504433/FULL/MA Perfect Place, Frittenden Road, Staplehurst TN12 0DL — Change of use from gypsy caravan site to mixed use for residential gypsy caravan site and for the keeping of horses, including the stationing of 6 caravans, of which no more than 3 shall be static, the erection of 3 amenity buildings, 3 stable buildings, fencing and laying of hardstanding (part retrospective). The existing permission is time-expired and the site is occupied illegally, the whole area is a mess, the status of the occupants as travellers must be established. WKPS to object.

17/02980/OUT/TW Streatley, Horns Road, Hawkhurst TN18 4QT — Outline (Access & Layout not reserved) — Residential development of 40 dwellings with open space amenity land and new access road, including provision of 35% affordable housing. Within AONB, outside LBD, rural area, on agricultural land, building line extends into the surrounding countryside beyond the rear boundary line of existing houses fronting Horns Road, 2km walk to village, traffic congestion is already serious in Hawkhurst with KCC Highways stating that the crossroads is at capacity. WKPS to object.

17/01291/AS Buss Farm, Tuesnoad Lane, Bethersden TN26 3EQ — Demolition of an existing site maintenance building and village hall. Utilisation of an existing agricultural access for visitors. Replacement of a maintenance building to include staff flat. Construction of a new village hall to be used as a conference venue and for no more than twelve wedding receptions in each year. Development of a facilities building to include an office, laundry, shop and storage facility for the holiday cottage business. Development of a semi-detached pair of holiday cottages. Provision of ancillary parking and children’s play area. Currently used as a conference facility, would help employment in the area, narrow lane, traffic movements would cause the lane to come close to capacity, more information needed re: noise survey and a drainage plan. WKPS to make interim comment on need for more information to enable ABC to properly assess the application.

17/01446/AS Land north east of 74 North Street, Biddenden — Outline planning application for the erection of up to 110 dwellings with public open space, landscaping and sustainable drainage system (SuDS) and vehicular access point from North Street. All matters reserved except for means of access. (IP) Gladman application, brochure sent to all residents, polished presentation, PC is holding a meeting this evening, 45 houses allocated site on other side of the road, traffic issue. WKPS to monitor situation as it progresses before submitting a comment.
